When Michael Geylik purchased the building in 2021, it came with violations dating back to 1998 that no prior owner had addressed for over two decades:
With permits from the Department of Buildings, Geylik removed these longstanding violations. The work was approved by the city in late 2022. On January 31, 2023, a final Certificate of Occupancy (#1008963-0000002) was issued, confirming the building configuration is up to code.
In April 2024, a 4.8 magnitude earthquake hit New York City. While most buildings suffered no damage, the already-deteriorated structure at 109 East 9th Street worsened significantly.
Steel Core Engineering was hired to conduct a full structural analysis. Their findings were alarming — documented in a 45-page report:
Steel Core judged the upper floors unsafe for occupancy and at risk of collapse at any time.
In August 2024, the Department of Buildings issued two emergency work orders:
Geylik installed the emergency shoring immediately. In February 2025, he filed plans for $75,000 in structural work to support the roof and replace rotted framing with steel. On March 19, 2025, structural permit M01181265-I1-ST was officially issued to begin repairs.
But the ability to complete these critical repairs has been blocked —HPD revoked the Certificate of No Harassment, making it legally impossible for the owner to perform the repairs the city ordered him to make. → Read about the Regulatory Conflict
Two proposals from Gengric Design LLC (GC License #620710) document the work authorized by 109E9 LLC in response to the DOB emergency orders and structural assessment.
Construction of temporary shoring walls on three levels — cellar, first floor, and second floor — under the supervision of a licensed professional engineer, per emergency work orders FEU10301PN and FEU10302PN.
No construction permit required per DOB. Materials billed separately.
Cleanup, removal of old furniture, and creation of non-structural exploratory openings in vacant units 4A, 4C, 3A, 3B, 2A, 2B, and 1A. No plumbing, electrical, or structural work included.
One-day scope (9 AM–5 PM). Includes debris removal and cleanup.
On November 6, 2025, during an HP Court-mandated DOB inspection, violations were issued to tenant-occupied units for work performed without a permit (Violation #391-663-12M):
These heavy cast-iron bathtubs were never intended for installation in SRO units and contribute to the structural instability and severely sloped floors that existed long before the current owner acquired the building. The tenants have received notices to cure these violations.
The same tenants who accused the owner of neglect had themselves performed unauthorized construction in their own units without permits.
